A cool day with a wind chill on the water really is cold.  No wind you say? If your boat is traveling 35 miles per hour then the wind speed is 35 mph, and it is 32 degrees (F) with the wind chill it is a frosty 16 degrees Fahrenheit.

Here’s how to figure out the true temp.

New Wind Chill Index = 35.74 + 0.6215T – 35.75(V^0.16) + 0.4275T(V^0.16)where:
V = wind speed (mph)
T = temperature (F)

So if the wind is blowing at 15 mph and the temperature is 51 degrees you would use the formula as seen below.   35.74 + 0.6215(51) -35.75 (15^0.16) + 0.4275(51)(15^0.16) = 46 degrees Fahrenheit
